We are looking for an experienced IT Federal and State Contract Manager who will play a critical role in identifying government contracts, drafting proposals, and submitting them to secure IT contracts for the company. This role requires a deep understanding of federal and state procurement processes, along with the ability to manage the end-to-end lifecycle of contract acquisition—from finding opportunities to proposal development and submission. The ideal candidate will have strong analytical, communication, and negotiation skills, with a proven track record in federal and state government contracting.
Key Responsibilities:
- Contract Identification: Proactively search for and identify relevant IT contracting opportunities within federal and state government agencies (e.g., through databases like SAM.gov, state procurement portals, and other government contract sites).
- Opportunity Evaluation: Analyze RFPs, RFQs, and other solicitations to assess whether the opportunity aligns with the company’s capabilities, objectives, and strategic goals.
- Proposal Development: Collaborate with internal teams (technical, legal, and finance) to prepare compelling and compliant proposals for federal and state contracts. This includes drafting proposal sections, gathering required documents, and ensuring alignment with RFP requirements.
- Proposal Submission: Ensure timely submission of proposals to government agencies, ensuring that all required documentation, certifications, and compliance materials are included and accurate.
- Contract Negotiations: Lead contract negotiation efforts with government agencies, including reviewing terms and conditions, and seeking mutually beneficial solutions while ensuring compliance with federal and state regulations.
- Proposal Compliance: Ensure all proposals comply with federal and state procurement regulations (such as FAR, DFARS, and state-specific laws), as well as company policies and standards.
- Relationship Building: Build and maintain relationships with key government procurement officials, agency representatives, and other contractors to stay informed about upcoming opportunities and industry trends.
- Market Research: Conduct research to identify new market trends, procurement patterns, and strategic opportunities in the IT sector that align with government needs.
- Document Management: Maintain organized records of all proposals, contracts, and related documentation for compliance and audit purposes.
- Cross-Functional Collaboration: Work with sales, legal, finance, and project management teams to ensure smooth execution and understanding of contract requirements and deliverables.
- Reporting and Tracking: Track the status of proposals and contracts, report progress to senior management, and ensure follow-ups are conducted when necessary.
- Training and Mentorship: Provide guidance and training to junior staff or team members involved in proposal development or contract management.
Key Qualifications:
- Bachelor's degree in Business Administration, Information Technology, Law, or related field.
- 3-5 years of experience in IT government contracting, with a focus on federal and state proposals and contracts.
- Strong knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and state-level procurement processes.
- Proven experience in identifying, drafting, and submitting proposals for federal and state IT contracts.
- Strong writing, editing, and proposal development skills, with the ability to communicate complex IT solutions clearly and effectively.
- Knowledge of IT services, products, and technologies, with the ability to translate technical capabilities into value-driven proposals for government agencies.
- Familiarity with government procurement platforms such as SAM.gov, GSA, and state-specific portals.
- Excellent organizational skills, with the ability to manage multiple projects and deadlines simultaneously.
- Strong attention to detail and the ability to ensure compliance with all solicitation requirements.
- Ability to work independently and as part of a cross-functional team.
- Strong negotiation skills, with experience in government contract negotiations.
- Proficiency in Microsoft Office Suite and proposal management tools.
Preferred Skills:
- Experience with IT solutions for government agencies, including cloud computing, cybersecurity, and IT infrastructure.
- Master’s degree in Business Administration, Law, or related field.
- Experience with contract management and compliance tools.
- Familiarity with contract lifecycle management software.
